The possibilities of solving the problem of rational use of one of the most important natural resources, namely, soil water resources, the concept of which, in contrast to surface and groundwater resources, was introduced relatively recently, are considered. An environmental rationale for the concept of soil water resources and quantitative indicators for their assessment are given. Models of the dynamics of the water regime of agrocenoses have been developed, which allow the calculation of water availability and efficiency of using soil water resources under different techniques for soil cultivation and various environmental conditions. Based on measurements from agrometeorological stations and author’s own experimental studies, information support for the models was created. The efficiency of the described methodology was demonstrated for agrocenoses of the steppe and forest-steppe zones of Russia. A method of energy evaluation of the efficiency of traditional and non-traditional technologies of tillage was developed and the application of this method was demonstrated.
